Guess the object

Can you figure out what this is? Answer is in extended.

If you guessed that it's a hydro-powered fish carcass disposal system, then you guessed right!

Alaskan student Alexandra West recently received a patent for it. The idea is that after people catch fish in Alaskan streams, they'll grind up whatever part of the fish they don't eat in this hydro-powered thing floating in the water so that the fish carcasses don't attract bears. More info here.

I guessed it was some sort of water wheel, but what it is for is pretty well unguessable.

It looked to me to be a poorly drawn undershot waterwheel.

Oh my, this is brilliant. Basically, it is a form of Alaskan Bear Repellant. Amazing. Did they, already do that Nobel Prize thing? Wait, maybe that was late last year? Right. Well, I would definitely submit this invention for submission to the highly esteemed Nobel Committee for their thoughtful consideration. Alleviating the Alaskan Bears of needless, wonton fish-attraction. By God, it's revolutionary.

(I'll shut up now).
