Sorry, but the only true garlic festival is held in Gilroy, CA.

KDP has it right. Since 1979, the Gilroy Garlic Festival has grown from 15,000 ticket sales to many time that number. The festival is put on by volunteers. Their web site has a complete history: http://gilroygarlicfestival.com/
