I'm not familiar with the publication, but I notice that it was edited by Hugo Gernsback, who was a publisher for many early science fiction writers in the 1930s and for whom the science fiction community named their major award given annually for best publication. This magazine was probably very much like the modern, now defunct, Weekly World News. (You can't find it on the newsstand as you once could at nearly any supermarket.)

From the banner at the bottom it appears that this magazine was trying to compete with both Popular Science and Popular Mechanics. Without seeing the inside, it is hard to say if it was more like those two, or more like the late, lamented Weekly World News.
