In California we had Emperor Norton I, Emperor of the United States and Protector of Mexico.

A truly California character, he lived in post Gold Rush San Francisco and could be seen often on the street with his two dogs, dressed in full regalia as befitting an emperor. He was able to get a meal in nearly any restaurant in town and paid in promissory notes which were accepted by the merchants. He had been a legitimate importer but one transaction went especially bad and the financial chaos seemed to break him mentally. Norton disappeared for a few years and returned with his proclamation of ascendency to ruler of the United States.

Just to show that Otto isn't unique although his circumstances of rise to kinghood were a little different.

I wonder what would constitute a sufficient territorial claim that I could proclaim myself, and therefore go around telling people, "I am the Ruler of Uranus".
