If I remember correctly, in some instances the local draft boards obtained their information on eligible males from birth records within their districts. As for why Ronald received a letter, well, keep in mind that you're dealing with a government agency, which in its collective wisdom, can do no wrong.

Ronald must have been some sort of advanced weapon, if he could be shipped straight to Viet Nam without stateside training first. It looks like he was already wearing his helmet when his orders arrived; maybe he was a combat psychic.

I can't help but wonder whether the pentagon papers might have had a plan to send recalcitrant 2 yr. olds whose entire vocabulary seemed to be NO! :(
