Cardboard cutouts of police cars are being used in China to slow speeders down. The instant response is universal, see a police car, hit the brakes, even when you're not speeding if you are anything like me. A clever idea if they are moved around. Switching the cardboard and real patrol cars around would keep the public guessing and slowing down 'just in case'.

I think I've seen pictures of this idea being used in the US, too. A good idea of a large bang for small bucks.

Add speed trap cameras and they would pay for themselves in the first hour or so.

Actually, BMN, if reports are to believed, those camera DO NOT pay for themselves. (Go Figure - It's gubment)

Especially since they are twice as expensive now that they require back up, anti-red-light-camera-theft cameras. Can't find the story right now, but I saw it the other day.

While I'm sure it would cause people to slow down, I'm also quite sure they would never be used in the places where I know there are periodic speed traps, as these traps are set up to give out tickets and collect money--not to make the road safer.
