A device for embossing was the first thought. With that handle operating an anvil and wheel for choosing characters, it seems evident. It is electrically operated, perhaps it burns a letter / number onto an object?

Obviously an embosser. The object holder looks made for a tube. Maybe to brand your pipe to keep people from stealing it or so you can have one pipe for Cavendish and another for Burley?

Precursor of the Dymo label maker, maybe? Best guess here is the elec circuit
is for heating the material to be embossed, likely a plastic of some sort.
