Jay Wardish animation, but not up to his standards. Better than the stuff making the rounds these days, however.

The 60's was, pretty much, the last decade that made cartoons that moved the background, lips, eyes, and other body parts all at the same time.

Situation Normal All Fouled Up
But... "Fouled" is the kinder, gentler world that has been embedded so as not to offend anyone who may have NEVER heard the original word but would, of course, be offended anyhow.
