I heard that after the first few Macy's parades, they let the balloons go over New York Harbor. Now that must have been a sight to see!

I don't know where I read this.
A city near one of the Great Lakes released hundreds or thousands of large party style balloons for a special event. Many of them were still partially inflated when they landed on the lake. Many were orange. Many life saver vests are orange.

The coast guard was sent out to look for survivors of a boat that sank.
