I couldn't get the link to work but if I guess correctly, the mechanism is activated by shining light on what we usually call an "electric eye." As long as the light is on the sensor the mechanism moves. I had a model car kit as a kid that had such an electric eye that I built myself. It needed to be in a darkened environment to work. I wonder what happened to that model...?
