I think the picture is a publicity "joke."
"Tom and Roy" were singer/guitarists Tom Dix and Roy Weston. They worked together at radio stations WLS (Chicago) and WQAM (Miami). Here's a WLS newsletter from 1935 that mentions them. http://www.otrr.org/FILES/Magz_pdf/Stand%20By/Stand%20By%20351026.pdf

Not sure it's the same man, but I searched the archives and found a Tom Mix living in Arizona in the 1930 and 1940 censuses. In 1930 he's listed as "radio singer", partner to Jerry Barret. In 1940, his occupation is "resort hotel entertainer." I found numerous Phoenix newspaper ads around 1940 advertising Tom Dix and his trio. One ad says: "...master of Guitar and singer extraordinary… he will delight you as he has thousands of his radio listeners throughout the country."

Lawler post, No. 342, Veterans of Foreign Wars… Dix and Weston, known on the air as Tom and Roy, are billed as versatile entertainers. Dix is vocalist of the duo. Weston is the instrumentalist, playing the guitar and all reed instruments.
