I would imagine that it would be very slippery and dangerous if wet, and it would get wet at least occasionally being outdoors! Perhaps it has a non-slip surface or coating on the glass. Otherwise, it doesn't seem like a well thought out engineering project. It seems more of a "Hey mem!!! Look what I can do!" type of thing.
