A little googling reveals that the device he's using is a Cyr wheel, named after the inventor. There are many performers using it, but this guy is something else.

The thing that really blew me away was the fact that he made it looked so simple to do. And yet as Tyrusguy says the strength and balance required is fantastic. WOW!!!
