This is obviously a measuring device of some kind. But what exactly does it measure? The answer is below in extended.

Answer: If you guessed that it's an apparatus for the anatomical mapping of buttocks, then you guessed right. It was recently patented by Yan Trokel of New York.

Given the different divisions on both scales, I was going to say it's a device for converting between sane and Imperial/American measurements.
