How do the wheeled extremities of Monark permit the little monster to operate those other vehicles?

Easy. His lower extremities stick out the bottom, Fred Flintstone style, and function as the front tires/back tires/landing gear of the vehicles he's pictured using. The vehicle he can't operate is the one he's hawking.
