I thought it was some type of a self-indexing parts application having to do with the "figures" moving around the disk. Though I could not tell that the parts were razor blades. Then the description made it clear. Plus reminded me of a room mate I had in college in the mid 60's who had a hand held device he used to sharpen his razor blades.

After posting I decided to look on ebay to see if I could find one example of what I remember my roommate's razor blade sharpener looked like and was successful...I think. It is under this title on ebay: ANTIQUE SAFETY RAZOR BLADE SHARPENER USA PAT. DATE 1919
