I am not sure how many rioters would be dissuaded by such a mild-mannered advertising campaign.

Apparently these were in Paterson, NJ, where William H. Hicks served as Fourth Ward Alderman from 1966 to 1971. I suspect this was a reaction to the 1967 riots in nearby Newark.
