Running water is one thing, but what about toilet facilities? What if nature calls?

90% genius + 10% insanity, I'd say, with the insanity being the running water. (Unless, of course, that manager was paraplegic.) If you have the running water, though, you also have a drain, so there's your solution to the nature calls. Then there are the windows as well.

Something tells me that the "running water" is in fact a water tank located inside the office. Same for the waste tank. Both can be serviced in the basement. The phone could have been one of the first cell phones, the ones that were built in cars. I can just see the poor guy entering this office on the tenth/eight/whatever floor, being told that he's not a good fit for the company anymore, getting out and discovering that a) he's in the basement, b) there's a small assassination team ready for him just outside the door. When there's blood splatter on your office walls, you do need running water handy.
